October 19, 2005


Attendees: Mike Renahan, Matt Poole, Sylvia Yeomans, Stephen Young, Helena D. Young, Glenn Provost, Peter Wells

The Board approved minutes of October 5, 2005.

Pepperbush Farm Trust (13-6.1) B A revised septic plan was submitted to the Board repositioning the force main.  The Board reviewed this disposal works application #5-48 and noted that the proposed design does not address questions the Board previously voiced, regarding the location of the force main under the driveway.   Matthew Poole made a motion to deny this application because there is not adequate information to construct the system, specifically related to complications of the driveway construction and force main.  Mike Renahan second the motion and it was carried.

Stephen & Helena D. Young (12-65) B The Board approved this disposal works application with the following condition; the construction permit will be held until the Board receives the specifications for the pump chamber.

Deborah Hancock & Jerome Kenney (27.1-119 & 120) B The Board received new site plans confirming the location of the water lines to these properties and approved disposal works permit # 5-49.

David Carlson (25-3) B The Board approved this well permit application # 5-23.

Mark London & Linda Thompson (20-55) B The Board received a letter from Mr. London, confirming the location of the water lines.  The Board has been holding the construction permit for the replacement of the septic tank until this information was received.  Before releasing the permit, the Board wants to find out if there has been any modification to the existing structure.  

Thomas & Virginia Boeckel (7-9) B Mr. & Mrs Boeckel are in the process of purchasing this property from Karen K. Joba.  The existing disposal works permit #5-15 does not have a total bedroom count on the permit.  Mr. & Mrs. Boeckel are requesting clarification of the total bedroom count.  The Board had determined the permit is for a four (4) bedroom dwelling.  

At the time this disposal works permit was approved, the engineer indicated that the construction permit would be used in place of a septic system inspection, because the system has failed.  If this disposal works construction permit is to be used in place of a septic inspection, the Board requires that this septic system must be installed within 90 days of purchase and sale of the property.  If this purchase is completed as scheduled (this week) this septic design must be constructed no later than January 30, 2006.  A letter will be sent via certified mail to the Mr. & Mrs. Boeckel.

Del Rene Goldsmith (7-31.2) B The Board noted a letter received from Saunders Associates regarding notification of completion of response action to DEP, for an above ground oil tank, oil release.

Flanders Lane Nominee Trust (26-23) B The Board approved an out-of-season soil testing for this property with the following condition; the soils must be reconfirmed when the water table is high.  

Paul Grand (7-20) B George Sourati requested out-of-season soil testing of this property.  The Board denied this request and instructed Mr. Sourati to test soils when the perculation season opens.

Martha=s Vineyard Refuse District B The Board discussed the possibility of hiring a landfill attendant rather than paying for one through the Refuse District. They also discussed if it is feasible to have a reduced rate for Chilmark residents during some portion of the winter season.  In order to do this they must be able to separate the Chilmark residents from others.  

The Board voted not to recycle waste oil at the LDO because the detriments outweigh the benefits.  

The Board noted the following septic inspection reports:

Various invoices were submitted for approval.
